The purpose of ANMOPYC's mobile machinery working group is to analyze the application of current and developing legislation to mobile machinery, to participate in the consultations carried out by legislators and to channel a consensus position of the national sector in order to be able to exercise the necessary lobbying actions at both national and European level.
On March 30, 2023, the European Commission published a proposal for an EU Regulation on the type-approval and market surveillance of non-road mobile machinery circulating on public roads.
This EU Regulation is being adopted through the ordinary legislative procedure, with the Commission's proposal having been extensively debated by the European Parliament and the Council of the European Union during the second half of 2023.
On November 8, the Council adopted its position, commonly known as the «negotiating mandate», publishing a proposal for amendments to the Commission's proposal.
For its part, the rapporteur of the European Parliament's Internal Market and Consumer Protection Committee (IMCO) published its final report on November 30, adopting its official position (including amendments) and activating the negotiating mandate with the Council.
ANMOPYC's mobile machinery working group met on January 31 in PUTZMEISTER to analyze the proposed amendments of the Parliament and the Council in order to prepare a position paper of the Spanish construction machinery manufacturing industry.
