Non-road mobile machines encompass a wide and diverse range of self-propelled machines designed and manufactured to perform work off the conventional road network, such as construction, material handling, agricultural, forestry, municipal or landscaping machines. Although not designed for transporting people or goods by road, these machines may need to travel occasionally or regularly on public roads to move from one work site to another. In such cases, it is essential to ensure an adequate level of safety while on the road.
To this end, Regulation (EU) 2025/14 of the European Parliament and of the Council, which specifically addresses the risks associated with the road circulation of these machines, was published in the Official Journal of the EU on January 8. This new Regulation harmonizes the safety requirements applicable to the road circulation of self-propelled machinery throughout the European Union, replacing, after a transitional period, the various existing national regulatory frameworks. In this way, Regulation (EU) 2025/14 will contribute to improving the functioning of the internal market by removing barriers to entry and reducing compliance costs, administrative burdens and time-to-market for manufacturers and distributors, especially in the case of SMEs. It will also make it easier for users to use machinery across borders and to have access to a wider choice across the EU, while ensuring high and harmonized technical road safety requirements for non-road mobile machinery on public roads.
